Fitzsimmons was a member of the Continental Congress (1782-83), on a committee with Hamilton and Madison to consider duties on imports and sat as a member of the Federal Convention in 1787 to frame the Constitution of the United States. This very brief note regards Georgia lands.

Thomas Fitzsimons (October 1741 – August 26, 1811) was an Irish-American merchant, slaveholder, and statesman from Philadelphia. He represented Pennsylvania in the Continental Congress, the Constitutional Convention, and the United States House of Representatives.
